Background of the study
The free education policy has been implemented to increase literacy levels and improve access to quality education, particularly in regions with low enrollment rates. In Umuahia North, Abia State, the policy aims to remove financial barriers to education, thereby fostering higher literacy rates and socio-economic development (Nwankwo, 2023). The initiative has led to increased school enrollment, improved educational infrastructure, and enhanced teacher training programs. Despite these positive developments, challenges such as inadequate school facilities, overcrowded classrooms, and uneven resource distribution persist. This study examines the effectiveness of the free education policy in improving literacy levels, focusing on enrollment trends, academic performance, and the sustainability of educational reforms. The findings are expected to provide valuable insights for policymakers to enhance educational strategies and ensure equitable access to quality education (Ekwueme, 2024; Okoroafor, 2025).
Statement of the problem
Although the free education policy has increased school enrollment in Umuahia North, literacy levels have not improved uniformly. Challenges such as resource shortages and inadequate learning environments have hindered the policy’s effectiveness. This study seeks to identify these challenges and assess the impact of free education on literacy (Nwankwo, 2023).
